"Cofre del Mar" Oerth Journal 19

In the Northanchor based adventure, "Hunt for the Cofre del Mar", the marines are described as 3rd level Experts with 11 Constitution and 24 hit points (p. 53). No hit point-adding feats. How does an Exp3 without some other feat get 24 HPs? 

BTW, 11 CON seems a little low for a marine. I'd probably just (1) substitute a level of Fighter for Expert and (2) raise the Constitution a little. That way, the Abilities would be: Str 13, Dex 12, Con 12, Int 9, Wis 10, Cha 8, HPs would be 20, feats would be Alertness, Skill Focus (Profession: Sailor), Toughness, Weapon Focus (light crossbow), and skills would be Balance +4, Climb +5, Jump +5, Knowledge (nature) +1, Listen +5, Profession (sailor) +5, Spot +5, Swim +6, Tumble +4, Use Rope +4. 

Their ability stats don't add up to a 15 point buy, 16. So what? There's no reason they wouldn't be slightly above average. 

The sailor's stats aren't as fully detailed, but even an Ordinary Sailor (as oppoed to an Able-Bodied Sailor) should probably have +5 total in Use Rope, that way they can tie any knot just by "Taking 10".
