I think you're thinking of the Baklunish Empire as regards relationship to the genie races. There's not alot of canon material on the genies relation to GH, just a few references here and there, like the marid Sha of the Waters who lives in Lake Udrakankar (LGG p. 83-84). I'd suggest looking at the webpage for the Zeif Living Greyhawk triad (http://www.zeif.ca/). They've developed a crap-load of historical and cultural material that might be useful to you. Good luck.

I was referring to the relationship between the SUEL empire and the Genius' races; I was thinking about the Great Seals... do you know what I'm referring to? anyway thanks for the advice... I (legally) downloaded everything I could from the site of the Sultanate, but I think this is not enough...

The genie Binders were part of the history of the Suel in the Oerth Journal 1 timeline, but that's the only reference to that. Grodog (in the Living Greyhawk Journal) later turned them into things associated with the Elemental Princes of Evil rather than genies.
Genies are really more properly associated with the Baklunish; janni tribes would be common on the Plains of the Paynims and the Dry Steppes. The best source on genie culture (including jann) is Secrets of the Lamp.
