And/or anything about the elemental cult that incited its creation or about King Skotti's demesne in the Dreadwood and if there are any connections to these incidents.
For reference, the only mention I can find of this treaty is in Ghosts of Saltmarsh where it's claimed that there was an incursion by elemental fire brought about by cultists into the Dreadwood and this gave rise to a pact between the wood elves, Keoland and the treants to destroy the darker denizens of the forest. _________________ In more modern times, only Delglath of Rinloru is known to have crafted any items from the stone of this atrocious place. Even masters of the dark arts such as Xaene and Karoolck would hesitate to follow.

I thought it might be a reference to the Cult of the Black Flame: https://greyhawkonline.com/greyhawkwiki/index.php?title=Cult_of_the_Black_Flame

Black Flame, Cult of the [ORG]
I7 - 4,5,21,22,23,25,29,30,31,32
LGJ#4 - 16
I didn't note a reference in LGJ#1. I will have to locate my copy unless someone can find it. The wiki also says Book of Artifacts and Dragon #304

If I recall correctly, LGJ #1 didn't mention the cult itself, but it did mention Baltron's Beacon, making the module canon for Greyhawk for the first time.
The Book of Artifacts mentioned a cult dedicated to the Crystal of Ebon Flame artifact, but it's not certain if it's the same thing. It's always a challenge with these things to avoid making more connections than the source material warrants without ignoring possible connections out of sheer bullheaded literalism.
Dragon #305 does mention the Cult of Black Flame, as well as Baltron's Beacon.

Could there be a connection to Malhel?
"The tales also recount how the vile House Malhel fled toward the Dreadwood and was consumed by its own evil after trying to summon up powers of the earth in a desire to resurrect the Suel Imperium."
I realize it's earth and not fire but still, the elemental connection exists. Not theorising so much as hoping it might trigger someone's memories about the goings on of Malhel in the Dreadwood as it's not a subject I'm familiar with. _________________ In more modern times, only Delglath of Rinloru is known to have crafted any items from the stone of this atrocious place. Ohjos, the founder of the Black Flame cult, is supposedly a descendant of Malhel.
