What or where is the Tusking Strand? It is mentioned by name on page 148 of the LGG, in the entry on Blackmoor Bay.
Thanks in advance.

It's a section of coast north of Blackmoor Bay, near the Land of Black Ice. See this map.
Oerth Journal #5 is also very useful, since the Living Greyhawk Gazetteer's Blackmoor material is based directly on it.

Is it just me or is anyone else annoyed by the City of the gods being changed from a wrecked spaceship into clockwork bs?

I don't consider it a "change." Dave Arneson's City of the Gods is a feature of his own campaign world, which isn't Oerth and doesn't particularly resemble Oerth (and his Kingdom of Blackmoor isn't very much like Oerth's Archbarony of Blackmoor). Oerth's City of the Gods was never detailed officially until recently.
Oerth already has a wrecked spaceship in the Barrier Peaks. It doesn't need another one. Better to explore new ideas instead.

-I never read it, but I remember a reference to a very old Dragon article (1970's) article called something like "Faceless Men and Clockwork Mages" which may have been about Blackmoor.

No, that article was about characters finding a scroll that transported them from Castle Greyhawk's dungeons to the Starship Warden of Metamorphosis Alpha.
Dragon #17, 1978 by the way.
