You can make your character a resident of any region you like. So, if you want to have a character who is a resident of Veluna or Verbobonc or someplace else - that's permitted.
Here's the catch.
You can only play mods for a region in the grographic area for that region. So, for example - Verbobonc corresponds to Illinois/Indiana. You could have a character who's home region is Verbobonc, but you can only play Verbobonc mods in Ill/Ind. The sole exceptions to this are the fiesta slots at Winter Fantasy and GenCon SoCal - where you can play mods from other regions outside of that region.
So - the short answer is: You're best choice is to make a character for the region where you live. If you can travel to other areas, your options broaden.
