Who is a citizen of Greyhawk exactly?

In both City of Greyhawk & The Adventure Begins, we learn that only citizens of Greyhawk can buy property within the city, foreigners must rent houses (Foreign Quarter only) or rooms in an inn (anywhere in the city).

Three of the five members of the PC party are citizens of Diamond Lake, which has long been part of the Domain of Greyhawk; none actually grew up in Greyhawk City proper.

Can the Diamond Lakers own property within the City of Greyhawk? Or would they be considered "foreigners" for this purpose?

It's been a while since I dug through the City of Greyhawk, but I don't recall any specific citizenship qualifications.

Given the nature of the City, I would imagine there's some sort of fee or tax involved. Beyond that.... feel free to make up whatever feels right.

That seems to imply that there are five levels of citizenship in the Domain of Greyhawk:

1) landed nobles

2) citizens dwelling inside the walls of the City of Greyhawk

3) subjects of the Domain of Greyhawk but not considered citizens because dwelling other than within Greyhawk City (inhabitants of mining towns, northern Wild Coast, Hardby, Elmshire, Grossetgrotl etc.)

4) subjects whose government pays tribute to Greyhawk (Greysmere)

5) actual foreigners from outside the Domain of Greyhawk
