Good points. Depending on the style of play that is favored in anyone's campaign, Kirt's write-up will help you decide what kind of feel you might want missile weapons to have in your campaign. If you want a Legolas-style of archer to be possible then by all means pay close attention to the suggestions.

You must remember that Legolas is even an anomally in Middle Earth- not all Elves are Legolas skill-wise. Elvves are excellent archers but Legolas is way beyond average. That being said, The path of the Legolas-style archer might even warrant its own special class that favors bows and is restricted to only light melee weapon use(as per Legolas and his daggers which could at the edge be classified as short swords) and very light armor use(studded leather and less). I know that the Archer class has been done in Dragon and probably by players and DM's everywhere, but it might be good to write up a new one that takes advantage of all of the years of play and feedback that would be available by this time. The Elven Archer has been done at some point as well I believe, but that was a while back. Perhaps it is time to ressurrect this special class rather than change any game mechanics.

Legolas is certainly a very special example of an Elven Archer. Looking at him this way, he would probably be one of those characters who broke the rules to some degree, such as the stats provided for Fafrhd and the Grey Mouser(among other heroes) do in the old Deities & Demigods tome.

I'd imagine that you don't want all archers to be Legolas in your campaigns. A good way to simulate Legolas-style skills would be to create new weapon proficiencies catering to bow wielders. 3.5E gives lots of ideas for this that would translate easily to 1E/2E. Very unique weapon proficiencies might also only be open to a special archer class or learneable only by those who could find the teachers to learn them ffrom, making them even more rare in campaign play.

Just a few more ideas to kick around. :)
