The Protectors of Ulakand are tolerated for two reasons besides their typical loyaly. One, the region of Ulakand is where the families of the Protectors are largely drawn from. No one fights harder than for their own immediate families. They have proved themselves in times past, along with Drashan's Legion, as the premier defense of Ull versus the Paynims and the Brazen Horde. So while the Misbegotten Horde is larger and has the favor of the current Orakhan this IS tenuous at best against a well trained warband that has lived together all their lives.
The second thing in favor of the Protectors is the fact that the Misbegotten Horde are not from those nomadic lands. Many, especially the ogre-kin are from the west, near the Ulsprues. They have free reign to leave for their clan-lands and come back to Ulakand. As such the warband is technically divided in half most of the time. Bruzharag only keeps what he needs to protect himself, anything elsehe delegates to the local Protectors warband because they know the region better.
