A few additional notes from the author on my article:
I have run the U1-3 modules before and some of my developments reflect my old campaigns. From the U series, the two excise officers, Tom and Will Stoutly, joined up with my players for some other adventures, eventually becoming adventuring NPCs themselves. As such, Will became an admiral in the Keoish navy. I just changed his name a bit.
As my players adventured using Keoland as their base of operations, I have modified many modules to take place in this area. I played the Ravager of Time using the Hools as the setting, did the sahuagin trilogy off the coast, and used a short adventure from the old World of Greyhawk boxed set in the Dreadwood (I converted the "Werewolves of the Menowood" to the Dreadwood).
Each of those ideas was incorporated into my intell report. I also loved the DA2 Temple of the Frog module, and made that fit into the Hools as well. That module is worth it for the great map and well thought lay out of the temple alone.
Also, I like the idea of returning soldiers from the old Imperial Keoland days bringing back some northern religions to the southern lands. "Puritanical" attitudes just implies Pholtus, so I populated some Pholtans in the region.
I also wanted to put in a haunted castle in the region. A ghastly prison seemed to fit the bill. A prison of this sort may be a closely held secret, perhaps even located within the Hools to prevent escapes.
For an easy adventure idea, you can just convert the module N1 - Against the Cult of the Reptile God to the Saltmarsh area. Instead of a naga, an aboleth can be used in its place. That module has some good ideas in how to run the evil cult and was partially the inspiration for the main part of the article (the other being HP Lovecraft). Besiodes, it was another great module.
