Darkness, void. Maybe the occasional nightshade (which are variously defined as the undead remants of fiends killed by the Negative Energy Plane and, in The Slayer's Guide to Undead, as creations of Tharizdun).
I think all earth, water, air, and fire would ultimately be destroyed, though this process might take a long time. In the meantime, I think he would poison and dessicate the oceans with the same fervor with which he would despoil and ruin the land.
If your goal is a water world, I'd suggest releasing Panzuriel (from Monster Mythology) instead of Tharizdun. He seems more likely to allow a viable ocean habitat to survive. Probably with Olhydra as an ally.
The place to start with a post-apocalyptic setting is what you want it to look like, and then work backwards...
So if you want a flooded planet, I would go with Tharizdun melting the ice caps (maybe the water is darker from all of the Black Ice?) or opening a gate to the Plane of Water. As to what remains, that is again your purview. Giants, humanoids and dwarves might suddenly find themselves possessing prime (unflooded) real estate. How people and societies would remain afloat would be intersting, as the wood for shipbuilding would be hard to come by.
I would research the junk-based societies of South China and the South China Sea for an idea of what the culture would be like.
In my campaign, the antagonist is Diadema the blackwater hag, an undead amalgamation comprised of the corpses of a sea hag and salt hag, and once the deathlock remains of Xaetra herself Diadema seeks to drain the sea itself, awakening three magical maelstroms created to drain water through a planar portal into the hollowed caverns of the lesser moon, Celene. There, imprisoned by Dagon, are the daughters he sired by his union with Olhydra.
The party is aware that the last child of Xaetra, a pearl-skinned infant, is in fact an unholy scion of Dagon himself. CAMPAIGN BACKGROUND
So yes, there is an opportunity for something to go awry and flood the Oerth instead of draining its oceans.
