According to the DMG, it takes a 12th level cleric (min) to remove the lycanthropic blight. If the caster is unable to do so (the were-beast makes a successful saving throw vs. spell), he/she must gain an additional level before attempting the action again.
Query:
If a priest of the appropriate level fails to do so upon the first attempt, may he/she use a Combine spell (thereby uplifting his/her level) to try again?
So, if the caster fails on their own, they just use combine with two n00bs and so get another chance....
..and if that fails then just add another n00b and get another chance...
..and if that fails then add the final n00b and get yet another chance.

And so I would say no, and not just because of the above, but because the combine spell affects numerical aspects of caster level, but not an experience requirement. Counting as higher level doesn't mean being higher level. Even the spell notes that effects are only cast at a higher level, but no additional level related spells/power related to the enhanced level are gained by the main priest, meaning nothing experience related is gained. And I think it is a bit much to ascribe to a 1st level spell.
