Thassalos creation

The Create thassalos spell in FtA says that to create a lesser thassalos requires a 14th level mage to cast, among other things, permanency. But only 16+ level mages can cast permanency, an 8th level spell. Am I missing something?

The spell description goes on to say that a 16th level mage is required to create a greater thassalos, so the 14th level mage requirement for the lesser T appears to be intentional.

Anyone have a suggestion for a good substitute spell? I’d like to maintain the 14th/16th level distinction. Perhaps major creation?

It could also be interpreted to mean that a 14th level mage can complete all the requirements for the creation of a lesser thassalos - as long as he has the help of a 16th level buddy to cast the permanency spell for him, or he has access to a scroll of permanency (cast at 16th level or higher, of course).

Older edition crafting magic was sometimes like this. A minimum level of wizard/cleric could craft an item/golem...so long as they had access to scrolls/other items/a buddy to provide higher level spells required in the crafting process they were not of sufficient level to cast themselves.

Yes indeed. In fact the 1st ed DMG uses that as an example - a 15 lvl wizard wants make a ring of spell storing and needs permanency and wish spells, neither of which she can cast. Never noticed that before!

Makes sense of a PC wizard who finds the needed scrolls while adventuring and wants to chance the risk of failure when reading the scrolls. Not sure it makes as much sense in the context of Iuz’s empire. But I guess Kermin and Null are busy guys and maybe it’s easier for them to write a few scrolls than to create the magic item/golem themselves.

It also serves as an excellent means for controlling what their underlings are able to craft.

Don't forget Jumper and Vayne! Illusionists aren't barred from casting Alteration spells.

Though I read the rules for creating scrolls, and I think that none of the Boneheart would be willing to take 8 days out of their schedule to devote to writing a scroll, even if they happened to have all of the materials handy for it.

Perhaps Graz'zt or Pazuzu provide scrolls from their treasure in the Abyss...for a price.

Who runs the risk of constitution loss? The scroll maker or the scroll reader? Or both?

If it was only the scroll reader, that might explain a Boneheart mage writing scrolls for others.

I always assumed it was both, but didn’t see any rule on it.
