Greyhawk was created prior to any distinction between normal and epic characters. A few (Mordenkainen, Eclavdra) are mentioned in the Epic Level Handbook. And the LGG says that Rary and the Mage of the Valley are both lvl 20+.
As mentioned, there are tons of semi divine characters running around that might or might not qualify for what you mean. Most of these... and quite a few others with even less justification... have been turned into godlings in later material.
But I'd argue that the "quasi-deities" of 1e should have been treated as the equivalent of Epic Level characters, not promoted to full godhood. So Murlynd, Heward, Keoghtom, and that ilk are who I would have named.

Some of the characters on there are higher level than in official sources, in order to bring them into an Epic Campaign. But it is a great starting list.
