Exactly what I had intended all along! Wild speculation and absurd conspiracy theories! And those mutant Rockburg gargoyles? I thought they had all been exterminated by bounty hunters collecting material components for "wings of flying"? 
Seriously though, sounds like CF came back on its own (although slow as heck), and there is still no reply from the hoster. That tells me that all of the problems lie with the hoster.

Depends on what the device implies. If it's a trap then it could trigger and catch the rogue who failed. On fragile or delicate items, it could trigger AND break ( making it impossible to restore ).
But all in all, it is up to the DM. IMC I made critical tables ( either for success or fumbles ). Usually, think scary and gore.

Is CF fragile ? I guess not. The backbone is strong enough. Time to time only a refitting is needed. The best way is to use hammer and anvil ( an dthe everlasting-beer-mug of Moradin ).
