Culturally, I'd say they were in many ways, although there are Baklunish nations as inspired by Mongols (particularly the Paynims, Tiger Nomads, and Wolf Nomads) as the others are by any Arabic or Persian cultures. The Mongol inspiration, the "golden" skin tone, and Xan Yae and Zuoken's emphasis on kung fu and mysticism (and their decidedly non-Arabic names) point to a heavy East Asian influence as well. Whether or not they have the epicanthal folds characteristic of our world's East Asians is a matter of personal taste, since the books are silent on that subject - I think one of the early Oerth Journals suggested they did, but that would of course be unofficial. 
 
 
That said, I tried not to make this one so blatantly East Asian, but gave up in favor of making him more distinctive, since my other tries either had him looking like a hippie or like a nondescript contemporary man.  It doesn't make sense for them to wear turbans or other Middle-Easternish-style head-coverings when they don't live in the desert, so this one has his straight, fine, dark hair in a topknot. You can't really tell since I shrunk down the picture, but he has the green eyes the books say the Baklunish have.

					Well, I think thatt you essentilly have it right, but it's an awfully broad question.  Imagine asking, "Don't all Asians have almond shaped eyes?"  Well, that might  be considered true about Far East Asians, but what about people from India?  They are technically Asian as well.  What about Iraq?  The Middle-East is on the Asian continent.  And there is a huge difference in the shape of Thai eyes, and Korean or Japanese.  
 
 
It's a similar answer for Greyhawk.  It just depends on what type of Baklunish people you're talking about.  Some are Persian or Arabic, and some are more Mongolian.  The only "true" Oriental (read as Japanese or Chinese) culture that I know of on Oerth is the Celestial Imperium, but that's not even part of the Flanaess.  That's way, way, far, far, FAR to the West.

					The Baklunish are "Eastern".  You mix all Middle Eastern and Asian influences together to get something altogether completely different, yet similar.  That is the Baklunish.  You might have some variation among the various Balunish lands(Zeif, Ekbir,Tusmit, Ull, Tiger Nomads, Wolf Nomads. Paynims), but overall they are similar in their appearance and cultural traditions.  Too bad the Baklunish have yet to receive any treatment to reflect the original vision of them.

					The title specifically appears in her entry in the 83' Glossogarphy on the last page, top right:
 
 
"Of course, Xan Yae can attack as a monk, the "Supreme Mistress of Petals, with five open hand attacks causing 6-36 points of damage and all other effects typical of such an attack."
 
 
Considering that Xan Yae was statted as being an 18th level Monk in the 83' boxed set(as well as a 14th level Thief-Acrobat with uber psionics), yes, it refers to a 1e Monk.  Also note that she is an 18th level Monk when the class only went to 17th level.    Yes, she's just that good(i.e. beyond mortal ability), attacking with one more attack than a Grand Master of Flowers and causing slightly more damage to boot.     Her symbol is a black lotus bloom, hence the "petals" bit in her title.
