Is there a minus to hit an opponent using a blink spell. From what i can garner from the spell explanation as long as the "blinker" is within range both before and after the blink they can be hit.

I need to brush up on the spell description, but I think it is an automatic miss depending on whether or not the spell-caster gets initiative first against the attacker.

i reread a couple times. What about if its a monster with the blink ability? 2d4 for what segment he blinks?

Yep, 2d4 for what segment they blink. This can mean that a blinking creature will often (75% of the time) be able to make a melee or spell attack and then blink away before enemies can attack back. Your characters really, really, really want to win initiative against anything that blinks if melee is their thing. For a spellcaster, blink is a very defensive (and potentially very dangerous) spell, and not exactly one that you want to have going if tossing around area spells is a part of their attack plan, as they may inadvertently blink into the targeted space when the spell takes effect, thus also blasting themselves. That will only happen 25% of the time though, and even then only if they actually did blink into the area they targeted. Targeted non-area spells work very well though, unless one blinks into a location where there is no line-of-sight, which is usually a requirement for such spells.

The operative portion of the spell description is that "During and after the blink segment of a round, the spell caster can be attacked only by opponents able to strike both locations at once, e.g., a breath weapon, fireball, and similar wide area attack forms. Those not so able can only strike the magic-user if they managed to attack prior to the 'blink' segment" (AD&D PHB .p 72).

Even initiative isn't a deciding factor, since if the caster rolls sufficiently low on the blinking segment, he or she may still blink prior to a side that won initiative being able to successfully attack.
