Proof here that Gary at one time allowed PCs to have an ability score of 19 for those into the debate about if bonuses beyond the 18 limit should be allowed.
One thing that comes to mind is the stats for Murlynd in EX2: The Land Beyond the Magic Mirror. It's not the quasi-deity version quite yet (doesn't match the boxed set stats), and he has Int 19.
