Paynims evtil creatures ?

Hello everyone

Do you have an explanation for these two sentences that make Paynims evil creatures.

WGR3 RARY THE TRAITOR
“Archmage of Ket”
“His friendship with the Paynims nomads, while considered something of an eccentricity within Ket, actually helped the mage prevent Paynims raids into Ket, or at least helped reduce their severity”.
“In this guise, he was known to the Paynims as only “The Rider”. As he travelled among them, he learned many things from their shamans and chieftains, and his gentle nature began to change”.
“But the process of Rary’s conversion had begun, fueled by the twin fires of his own frustration and the violent influence of the Paynims”.

WGA4 VECNA LIVES!
“At the Stone Circles, little has changed. The Paynims, sensing Vecna’s final deed, have drawn closer to the center. A tribal chant, praising the great lord, rises from their lips and fills the air.
Turim Varostak still works in the center, chanting a powerful spell. All his attention is directed toward a single gateway-the one leading to Vecna’s past, the ruins of the palace of the Spidered Throne. The spell he chants is droning, hypnotic. It pulls at the characters, drawing them toward the avatar”.

At least one of the official sources for regional alignment lists all nine alignments among the Paynims (as I recall, the others suggest a CN bent). So the easiest interpretation for me is these particular Paynims Rary's dealing with, and who are praising Vecna, are the neutral evil ones, no more representative of the totality of the people than any other alignment.

For the first quote, violence isn't considered evil in d&d. PCs are very violent, but not always evil.

With regards to the second quote, it's clearly talking about the Paynims present rather than all Paynims everywhere.

You are both right.
Optional question: Could the Mahdi be a Fanatic of Vecna, a deity I call Thasmudyan in the Paynim pantheon? The operation would be to go destroy the cities of the North and seize the archives of the Zashassar that Vecna ​​covets.

The Mahdi cast as an evil cultist of Vecna? Yes sign me up for this plot twist. With that said, it wouldn't be hard to assume an evil Mahdi would not be an enemy of Ull but accommodating to his "dervishes". I definitely like the scheme to get the magic of the Baklunish. That's a very Vecnan thing to do. The haughty northern states would be against a Mahdi good or evil, at least in this scenario the cultist Mahdi gives the PCs a credible resourceful villain to stop.
