Confusion with Luna

If Luna has cycle 28 days then she will in full phase 13 times in year, how it sorts with 12 monthes in Grehawk?

I know this. But anyway phases of Luna (with 13 cycles per year) do not coincide with the monthes. So full Luna will not in the middle of the month but in the different parts of monthes. Why GH has 12 monthes, not 13? It's not logical. Number of monthes has to be define by Luna cycles.

Probably at one time in the history of the Flanaess, the months were based on Luna's cycles, but in the present day the common calendar is solar-based, divided by the agricultural festivals instead of the moon.
The time of transition (based on the increased popularity of the cult of Pelor) coincides with the building of the standing stones, which were meant to reconcile the two means of measuring the years.

No. Now calendar is Celena-based. Festivals are full phases of Celena. It's logical. But why between each festival are three monthes? It's not logical.

I'm not sure what you want...I understand the GH calender, it makes perfect, logical sense to me...What do you want folk to do, add two and a third days to each month by removing the festivals so there are twelve months (and nothing else) in a year and one full Luna a month?...Do you have some suggestion on how to make things "logical"?...

Calendars generally don't make a lot of sense. Certainly, the Roman calendar doesn't.

Just take a look at the current western calendar of twelve months and you'll see that the moon (month = moon) phases don't coincide properly. We don't have 13 28-day months with the occasional extra day to account for the 28 and a fraction day moon cycle. Looking at the WoG calendar, no Luna does not reach high sanction at the same time each month, but Celene does reach high sanction on the midday (night) of each festival. Calculating, the phases of Luna march right along in step, and occur at the same times every year. It works out fine.
