So new player want to join us and he will play 5th level Paladin. He chosen Soldier Background, whitch seguest character partake in it on real front. In camapign world we had 7 year before ( time is 591, war took place in 584 CY ) war with Giant King Galmorr in Sterich, but now party is on Sterich-Keoland borderlands, so other propositions are also in possible.

1. What patron gods could the PC choose - obvious is Heironeous, but Pelor's cult is also strong one ( I just don't know if pelorits are having Paladins ). Maybe other options are valid?
2. What would be character of this level standing in paladin/knight order and in normal army? What knights organisations are in campaing region?
3. What could give profiency with dice and cards?

Heironeous is certainly the most obvious choice. Other deities who sponsor paladins and are worshiped in the region are Allitur, Delleb, Jascar, Mayaheine, Pelor, Phaulkon, Pholtus, Rao, and St. Cuthbert.
The Knights of the Watch are the only significant knightly order in the region. IMC, at least, a 5th-level paladin would be a low-ranking knight in the order. YMMV.

I'd suggest playing an actual card or dice game between the players and DM.

The thing is I remade Kinghts od Dispatch as Chaotic Good Order. If there will be Paladins of Liberation ( with restriction as CG Alaigment ) they will make perfect place for KoD. But for know, as Paladins are only Lawfull Good, they better make for tradsitonalistic and organaised KoW.
As far as the card or dice game skill goes I would agreed with rasgon - it is always fun to play the game player vs dm using real cards or dice. If a character is very skilled at a game it its easy to give the player that skillful advantage when playing the real game by a. giving the player a +or-1 on dice rolls or b. dealing them an extra card to use in place of a card in their hand. This reflects their character's skill at the game and would not be cheating. - it would be if the caracter had an extra card - though no paladin would cheat.

-Heironeous is fine. Pelor, although NG, has them, too. If you have the Dragon Magazine issues detailing Greyhawk paladins, that would help (they're mostly in the #350s, I'm sure someone can give you a rundown).

-DM Prata's "downtime" is good, but depending on his background, he may have been raised with the skill (as a gentleman, or perhaps a reformed knave). Others may argue, but I don't see Heironeian's as craps players, but poker or some sort of bridge/pinochle game would fit (or the ultimate army game- spades!), since they have a combat decision-making feel: a combination of luck and skill.
