Things have certainly changed since B2! And on that note, do you have a recommendation for OD&D? IIRC, there are only 3 ALs. I kicked myself for first thinking, "Why doesn't it just shift permanently to CN?" Embarassed Thanks.

Yes, much has changed (at least in my own games!). As for OD&D, I would recommend it being a Chaotic artifact, though not necessarily Chaotic (Evil), and changing to a 1. Lawful, 2. Neutral, 3. Chaotic chance for the drawback, with maybe a -1 to all checks when you are not your normal alignment. It's power could also be toned down to keep it more in line with Classic, especially if it is to be found at lower levels.
I have never liked the Chaotic Neutral alignment, not because of what it represents to me, but the way some people play it. It should be a free-willed spirit to me, with little to no attachments - not a crazy 'oh, I could either walk over this bridge or set it on fire while the party is crossing' type alignment. As a DM, I shake my head when I see pc's playing CN that way. Also, making it a permanent alignment change would, to my mind, defeat the chaos surrounding this item. When in play (in a 2nd ed campaign I ran with this) it was baffling to the players to see Laren Tolderaan, the main villian come to their aid once, then be back to his old power-hungry self later on. Also, if the PC's get their hands on it, hold on for a wild ride! Happy
