Expunge... expunge is just like enervation, which will remove 1d4 spell (of your highest level first) with no save... expunge just trades a higher "damage cap" for all of the otehr penalties associated with getting the negative levels form enervation.
Halt foe has a significant advantage over hold person, it can affect any creature (that can be held) there for it is watered down hold monster, and most definatly not a 1st level spell.
for mental distraction I would add 5 to the DC if casting defensivly (just like if they tried to use a skill that requires concentration).
Mind Numb might be over powered... I took the spell touch of idiocy, added a range, upped the penalty cap, (although touch of idiocy affects all 3 mental scores and this only affects 2 of them). I figured that a single level increase over ToI was enough... but perhaps I was too hasty... perhaps I should have made it 5th level.
