What I did in my own personal campaign is to have Wee Jas primarily worshiped as a goddess of the afterlife. Because of the decimation of the Suel Empire and the fact that there is few Suel who worship her Magic domain aspect she is now an Intermediate god. I base this on a couple of things, first the Oeridians don't place much belief in magic other than its use as a destructive force. The Flan tend to worship Boccob if anyone, and the Scarlet Brotherhood and Thillronian Barbarians don't place much "faith" in Wee Jas, the barbarians for obvious reasons and the Scarlet Brotherhood who tend to worship Syrul and Pyremius instead and place little emphasis on the magical arts.
This leaves the majority of temples in my version of Greyhawk as little more than funeral homes than anything else.
