No the GK was previously a bastion of good. The first kings from memory were the Crandens who were and remained good. Over time things changes. The Raxes started the slide as they descended into idiocy which was exploited by the houses. The Knight Protectors were severely weakened when Kargoth left one being denied leadership in favour of Benedor. Kargoth and his followers became then death knights of Aerdi and commenced hunting down the Knights on revenge
The Turmoil between the crowns saw civil war and the Naelex come to power with Ivid I.
in the LGG, p14:
