Xvarts have a wiry tuft of hair that only grow on the top of their head, slighty back from the center. This is an established fact in all descriptions of them in various sources over the years, I was creating a reasoning for it.
Yes, they could shave, but that would be seen by other Xvarts as blasphemy, and the baldy wouldn't last very long.
Although they are chaotic, there is not a lot of room for individuality in Xvart culture. You can do anything you want, as long as you do what Raxivort says.
