I too followed the same line of reasoning those many years ago. It seemed pretty obvious, although perhaps there were revisions to the original material over the years to hide the evidence. The end result, after Eclavdra being captured in G3 and later slipping one of the PCs a philter of love, was Eclavdra taking over the Slaver's operation in the surface world, being the REAL power being Torush Mak (sp?), and using the money and forces gained from her surface world conquests to return to the Vault and dominate the other houses.
