In my campaign, dwarven priests had more offensive spells at their disposal than their non-dwarven peers. We reasoned the dwarven Powers would have, to a degree, compensated for the dwarves' inability to weild arcane magic. Fire and earth-based offensive spells were added to the list. Priests were forbidden from using the earthquake spell, though - to a race that spends most of its time underground, such a spell was criminal.
