I voted for the Horned Society, but I'm a tad leery of "power groups" and organizations used as antagonists these days in fantasy games. I wonder whether the large, nation-wide cabals that have their own mysterious, unmentionable agendas have too much influence, leaving not enough room for "independent" villains.
What I mean is, always casting the Scarlet Brotherhood, Horned Society, Iuz, etc. as the villains in GH, while ignoring the possiblities that could come from other types of villains; I remember an OJ article from way back on how Clonoc, the copper dragon embittered by his possession from a demon, withdrew to beneath the Nyr Dyv, and controlled a network of spies to weave his own plots.
That was an original potential villain/antagonist/power player, but it doesn't stop there. How about drug smugglers, scheming barons and dukes, pirate bands, street gangs, and other groups that don't necessarily have an all-encompassing agenda, but still have the potential to make great antagonists? Or, if you want, how about taking one of the demon lords, demodand lords, arch-devils, or one of the other powerful/weird monsters from the Monster Manuals (such as the barghest, mezzodaemon, etc.) and use your own prerogative as DM to make this villain your own?
Too often it seems like players end up going after the same vilains-Iuz, Turrosh Mak, the Brotherhood, etc. Instead of going back to the same organizations, why not create your own villains that might not be part of some overarching network or dark conspiracy, but can still be great antagonists for your players on a more personal level? Sure, they'll be pop-up villains, but you'll be adding your own ingredients to the mix instead of just reheating the same old villain recipes that canon writers have established. |

One reason I did so is for one of the above mentioned reasons, there is little hard and fast information on them, making them great to tailor to my needs. Likewise, they have a classic, evil empire feel to them, and with the post-Greyhawk Wars scenarios, they can be remolded and reformed almost at your will, as you see fit. There can be all kinds of wild rumors, misinformation, and outright lies surrounding their creation, operation, apparent demise, and subsequent rebirth to fill a thousnad adventures. All that and they had a real cool heraldic design on their shields!

I went for Other...particlarily my own creations. :) I have some "druid stuff" going on in the background of pretty much every campaign/game I run in Greyhawk. IMHO, the Druid's (and their orders, etc.) aren't used enough. |

One that hasn't been mentioned that I would like to see is some kind of write ups for the various resistance groups around... I'm pretty sure there would be something in Iuz occupied areas of the Velvse and Bandit Kingdoms, and probably some in the Wild Coast and the remains of the Great Kingdom.
